Seventh Interim Report on reported violations of international humanitarian law and international human rights law in Ukraine

In line with its monitoring mandate, ODIHR launched the Ukraine Monitoring Initiative (UMI) to monitor and report on the most pressing issues affecting the lives of civilians and prisoners of war (POWs), following the Russian Federation’s invasion of Ukraine on 24 February 2022. This is the Seventh Interim Report on reported violations of international humanitarian law (IHL) and international human rights law (IHRL) produced by the UMI, building on the findings and recommendations of the six previous Interim Reports. The Report includes a short overview of developments in the context of the armed conflict from 1 December 2024 to 31 May 2025, while the main body of the report focuses on specific issues reported to ODIHR by 90 survivors and witnesses during two monitoring deployments conducted by ODIHR in Ukraine during the first half of 2025. The report is also informed by the UMI’s remote monitoring, using open-source investigation techniques and information supplied by institutions of the Russian Federation and Ukraine and civil society organizations, among other actors, which is referenced throughout the report. ODIHR’s monitoring of the conduct of hostilities showed that, from 1 December 2024 to 31 May 2025, the Russian Federation continued its use of explosive weapons with wide area effects in densely populated areas in blatant disregard of IHL, including the principles of distinction and proportionality. In the six months to 31 May 2025, the number of verified civilian casualties in Ukrainian Government-controlled areas of Ukraine was over 50% higher than in the corresponding period in 2024.
