Eighth Interim Report on reported violations of international humanitarian law and international human rights law in Ukraine

Nearly four years after the Russian Federation’s invasion of Ukraine, the war continues to be marked by the widespread suffering of the civilian population and serious violations of international humanitarian law (IHL) and international human rights law (IHRL). The OSCE human dimension commitments emphasize the vital importance of participating States adhering to and implementing their binding IHL and IHRL obligations under international treaties, including the Geneva Conventions. In line with its core mandate to assist OSCE participating States in the implementation of human dimension commitments, ODIHR established the Ukraine Monitoring Initiative (UMI) immediately after the 24 February 2022 invasion of Ukraine by the Russian Federation and began monitoring and documenting reported violations in the context of the armed conflict, focusing on the most pressing issues affecting the lives of civilians and prisoners of war (POWs).
